China launches offshore wind farm

BEIJING, Jan. 5 (UPI) -- China has launched its largest intertidal wind farm.

The pilot offshore wind farm in Rudong county, Jiangsu province, by Longyuan Power, China' s largest wind power developer "will lead the way for China to develop offshore wind power, particularly in site selection, planning and design, installation and maintenance," said Longyuan General Manager Xie Changjun, Xinhua News Agency reported.

Construction on the facility began in June 2009 with a $397 million investment for the 150-megawatt first phase, expected to be completed in March.

In the launch, 99.3 megawatts were connected to the grid.

Rudong's intertidal wind farm will generate 330 million kilowatts of electric power for the grid, reducing carbon dioxide emissions by 267,000 tons and sulfur dioxide by 1,940 tons while saving 97,000 tons of standard coal, Longyuan Jiangsu Offshore Wind Power says.

Intertidal refers to areas that are above water at low tide and under water at high tide.

So far the 102-megawatt Shanghai East Sea Bridge Offshore Wind Farm is China's only other commercial-scale offshore wind facility, operating since June 2010.

China has a great potential for offshore wind power, up to 750 gigawatts, or three times that of onshore wind resources, says China Meteorological Administration, with industrial centers on the eastern and southern coasts showing the greatest promise.

Currently wind power accounts for 1.5 percent of China's total power generation.

China's National Energy Administration calls for China to have the capacity to generate 5 gigawatts from offshore wind power by 2015.

And by 2020, China aims to construct offshore wind projects totaling 30 gigawatts. Experts say China would need about 6,000 offshore turbines with a 5-megawatt capacity to meet that target.

The World Bank is considering private-sector investment in offshore wind farms in Jiangsu and Fujian provinces, China Daily newspaper reports.

While high installation costs have previously hampered the growth of China's offshore wind power sector, Zhang Gang, general manager of Longyuan Jiangsu Offshore Wind Power, says the company has managed to achieve a European advanced-level in technology while reducing installation costs to roughly 60 percent of the European level.

Given the current installation costs and interest rates on loans, Zhang projects the company can keep offshore wind power production costs down.

Still, he admits that "we need to make greater breakthroughs in cost control and turbine quality, if we are to develop offshore wind power at a large scale," Zhang said.

Oregon Rose Bowl Uniforms: NFL Teams That Need a Nike Pro Combat Uniform Most

Unlike some of the other teams on this list, I actually like the Denver Broncos' uniforms.

The orange versions that the team wore during the John Elway days had to go, and the team did well with its blue replacement.

However, the reason Denver should get new jerseys is to take advantage of huge jersey sales.

Tim Tebow had the highest selling jersey during his rookie season, but then those numbers dropped going into this season.?

This is probably because everyone who wanted a jersey already had it.

With a new style of uniform, Tebow fans will have no choice but to buy the updated version.

OBSERVING THE TWENTIETH ANNIVERSARY OF THE END OF THE SOVIET UNION: ?Today?s quasi-authoritarian ?

OBSERVING THE TWENTIETH ANNIVERSARY OF THE END OF THE SOVIET UNION: ?Today?s quasi-authoritarian Russia is far from admirable. But, despite Mikhail Gorbachev?s lame and self-serving claims to the contrary, it is still a vast improvement over the totalitarian state it replaced. . . . With the demise of the USSR, we were finally rid of a regime that slaughtered millions both within and outside its borders, imposed numerous other human rights violations, and created a threat of nuclear annihilation that hung over the entire world. Compared to that, the very real dangers of the post-Cold War world seem minor by comparison.?

Boat capsizes in Kenya; 7 dead, 1 dozen missing (AP)

LAMU, Kenya ? Rescue personnel scoured Kenya's coastal waters Monday after a passenger boat collided with a ship carrying oil drums and capsized, killing at least seven people, officials said.

Kenya's Red Cross said 82 people were on the capsized boat. More than a dozen people were missing and feared dead; 48 survived. Fifteen people were admitted to the hospital.

The boat capsized Sunday around 9 p.m. near the resort town of Lamu, which lies on Kenya's Indian Ocean coastline near the border with Somalia.

(AP) ? Despite a government scare campaign, firecrackers and gunfire injured nearly 500 people in the Philippines as revelers welcomed the new year in one of the world's most raucous and dangerous celebrations.

About a dozen plane flights, including two from the United States, were diverted or canceled early Sunday after dark smog caused by a night of firecracker explosions obscured visibility at Manila's airport, officials said.

Health Secretary Enrique Ona said the number of injuries ? 454 from firecracker blasts and 18 from stray bullets ? was slightly lower than last year but remained alarming.

Injured revelers, including many children, filled hospital emergency rooms in the capital shortly after midnight. Adding to the chaos, two gangs clashed in front of Manila's main government hospital attending to the injured, leaving one man dead from a gunshot wound.

Firecrackers ignited at least three fires that destroyed several houses in the capital area.

"Again, it seems our appeal to mothers to keep their children away from firecrackers wasn't effective," Ona told a news conference.

All of the fingers on farmer Alvin Barroga's right hand were injured by a firecracker that exploded prematurely in northern Isabela province. He writhed in pain as a doctor treated his wounds in a hospital.

"I'll think thrice before lighting one again," he said.

Many Filipinos, largely influenced by Chinese tradition, believe that noisy New Year's celebrations drive away evil and misfortune. But they have carried that superstition to extremes, exploding huge firecrackers and firing guns to welcome the new year despite threats of arrest.

Interior Secretary Jesse Robredo said at least 65 people were arrested for using illegally large firecrackers.

Ona said he was willing to consider a proposal for a total ban on firecrackers but that it needed to be studied. Robredo said minors should be prohibited from exploding firecrackers and penalties for using illegal ones, usually a fine or up to a year in prison, should be increased.

Dozens of hospitals nationwide went on full alert before midnight, their emergency rooms staffed with trauma doctors as if preparing for civil strife. Many people spent the night in hotels for added safety.

Health officials attempted to discourage dangerous celebrations by showing gory pictures of injuries, including hands mangled by firecracker blasts, and the national police chief threatened his men with dismissal if they fired their guns in revelry, but the violent tradition has continued.
