The nations weather (AP)

Weather Underground Forecast for Friday, October 21, 2011.

Active weather diminishes in the Northeast, but returns to the Northwest on Friday. A low pressure system over the Great Lakes continues moving northeastward and into eastern Canada. Thus, scattered showers will diminish across the Great Lakes and Northeast as this system exits the region throughout the day. Expect a few light showers with rainfall totals around an inch. Meanwhile, the back side of this system continues to pull in cool air from Canada. Frost and freeze advisories remain in effect along the Mississippi River Valley as overnight lows will dip into the mid- to upper 30s, possibly into the 20s in the Upper Midwest. Expect daytime highs to remain 10 to 15 degrees below seasonable across the Eastern Valleys.

In the West, a ridge of high pressure remains the dominant weather feature for the Rocky Mountains and Plains. This will allow for plenty of sunshine with warm temperatures. Highs will range in the 50s and 60s across the Northern Plains and Upper Midwest, while the Southern Plains remain in the 70s and 80s.

Active weather returns to the Pacific Northwest as a cold front stretches in from British Columbia. This will kick up scattered rain showers across Washington and Oregon, with snow anticipated at higher elevations. Expect 1 to 3 inches of snow above 7,000 feet across the Cascades. Temperatures in the Lower 48 states Thursday have ranged from a morning low of 15 degrees at Rock Springs, Wyo. to a high of 91 degrees at Gila Bend, Ariz.

KANSAS CITY, Mo. (AP) ? Missouri has taken another step toward leaving the Big 12 Conference and there is interest in the SEC in taking the Tigers.

The governing curators at Missouri unanimously gave Chancellor Brady Deaton the authority Friday to move the school out of the Big 12 if he decides that is in the school's best interest. Deaton, who had earlier been given the OK to explore options, gave no timeline for a decision but indicated that a move, if it happens, would not take much longer.

"We're not looking at a long time frame," Deaton said, adding that any move would anticipate playing in another conference beginning next season -- not in 2013 or farther out.

While Deaton avoided saying that he favors leaving the Big 12 or identifying the SEC as a potential landing spot, it was clear that the SEC is the target.

"We've provided information to the SEC," Deaton said at a news conference following a two-day curators' meeting, sitting alongside athletic director Mike Alden and other school officials.

SEC school presidents have informally discussed Missouri, and there's "certainly talk and interest" in adding the school, according to a person familiar with the situation. The person spoke to The Associated Press on condition of anonymity because the SEC has not publicly talked about the discussions.

There has been no formal vote by the presidents and one was not immediately scheduled, the person said. Deaton said discussions about realignment are ongoing and a "decision will be undertaken expeditiously."

Chuck Neinas, the Big 12 interim commissioner, noted that its board of directors has a regularly scheduled meeting in Irving, Texas, on Monday and "conference membership will be thoroughly discussed at that time."

"We look forward to discussing Missouri's future with the Big 12 Conference," he said in a statement. He declined to comment further when reached by telephone.

The league already has lost Nebraska (Big Ten) and Colorado (Pac-12) and will lose Texas A&M to the SEC next year when TCU joins. Losing Missouri would leave the league with nine teams, while the SEC will have 13 once the Aggies join.

Deaton said the conference's stability has been a significant concern with the departures of the three schools.

"Those actions, I think, in a sense, speak for themselves," he said. "They're part of the environment that we're recognizing and evaluating as we go forward."

But a big concern for Missouri is broadcast and cable television dollars, and in exploring a move to the SEC, the university is hoping to boost its revenue. An internal university document obtained recently by The Associated Press showed Missouri hopes to gain as much as $12 million annually in additional revenue in the SEC if other factors fall into place. The school could also face a hefty exit fee from the Big 12.

Earlier this month, the Big 12 endorsed a plan require schools to give up their most lucrative TV rights to the league for six years in return for equal sharing of the revenue.

The plan, if approved, would give each school an estimated $20 million in June. The figure is expected to grow by 2013 when the league's new 13-year contract with Fox Sports kicks in and the Big 12's television contract with ABC/ESPN expires in 2016 and could bring in additional money when renegotiated.

The SEC, by contrast, distributed $18.3 million in revenue to each of its 12 members this year. But that league can also expect more lucrative contracts when the next round of TV rights negotiations occur.

"This is a very complex transaction to consider," said curators Chairman Warren Erdman. "We are taking our time to analyze all of the issues."

Missouri also directed Deaton to try to set up a holiday basketball tournament and annual football game in Kansas City with an unidentified rival -- Kansas would fit the bill -- moves designed to answer critics who say departing the Big 12 will gut storied traditions that date back decades. Missouri and Kansas have played each other in football for 119 years.

The move also is designed to blunt concerns that the Big 12 won't have a reason to continue holding its basketball championship tournament in Kansas City or schedule a Kansas-Missouri football game there if Missouri bolts the Big 12.

Ed McKechnie, chairman of the Kansas Board of Regents, which governs both the University of Kansas and Kansas State, said Missouri's departure from the Big 12 would be "a massive blow" to the area. He said it would be difficult to keep the basketball tournament in Kansas City if Missouri left.

"The traditions surrounding the Big 12 tournament are a big deal," McKechnie said. "I believe the Big 12 is the right place for KU and K-State."

Just this week, Kansas basketball coaches Bill Self and Bonnie Henrickson both said they wouldn't be inclined to play Missouri if the Tigers go elsewhere.

Erdman insisted that if Missouri leaves the Big 12, the curators are "committed to doing what we can to preserve the rich tradition and heritage that is very important to us here."

Missouri basketball guard Kim English said players don't care about the university's conference and that he's not losing any sleep over the possibility of not playing Kansas every year.

"It has nothing to do with players in general," English said. "I didn't come here just because it was the Big 12."

Dallas County commissioners on Tuesday gave preliminary approval to a 174-foot "observation wheel" near the John F. Kennedy Memorial Plaza. The president was assassinated in Dallas in 1963.

The proposal is backed by Great City Attractions, which has developed similar observation wheels across Europe, and the Dallas Convention & Visitors Bureau. Each air-conditioned gondola would provide audio information, in multiple languages. Riders would pay up to $15 each.

Story: World's best Ferris wheels

An engineering study, paid for by the city and Dallas County, will determine whether the proposed site, atop an underground parking garage, could support the structure.

The 212-foot Texas Star Ferris wheel is a feature of the State Fair of Texas, which runs through Sunday.

Young human-specific genes correlated with brain evolution

ScienceDaily (Oct. 19, 2011) ? Young genes that appeared since the primate branch split from other mammal species are expressed in unique structures of the developing human brain, a new analysis finds. The correlation suggests that scientists studying the evolution of the human brain should look to genes considered recent by evolutionary standards and early stages of brain development.

"There is a correlation between the new gene origination and the evolution of the brain," said Manyuan Long, PhD, Professor of Ecology & Evolution at the University of Chicago and senior author of the study in PLoS Biology. "We're not talking about one or two genes, we're talking about many genes. This is a process that is continually moving and changing our brain."

Scientists have long sought to solve how the brain evolved to have the anatomical features and functional ability that separate humans from their primate ancestors. With the completion of the Human Genome Project in 2003 and the growing availability of genome sequences for primates and other species, researchers have looked to genetics for answers on brain evolution.

From these studies, many scientists have hypothesized that differential regulation of conserved genes shared across species, rather than the arrival of new species-specific protein-encoding genes, was responsible for the dramatically different human brain. But in a 2010 study, Long's laboratory discovered that the younger species-specific genes could be just as important as older conserved genes to an organism's development.

For the PLoS Biology paper, researchers merged a database of gene age with transcription data from humans and mice to look for when and where young genes specific to each species were expressed.

The researchers found that a higher percentage of primate-specific young genes were expressed in the brain compared to mouse-specific young genes. Human-specific young genes also were more likely to be expressed in the recently expanded human brain structures, such as the neocortex and prefrontal cortex.

"Newer genes are found in newer parts of the human brain," said Yong Zhang, PhD, postdoctoral researcher and first author on the study. "We know the brain is the most remarkable difference between humans and other mammals and primates. These new genes are a candidate for future studies, as they are more likely to underlie this difference."

The timing of when the young human-specific genes are expressed in the brain also intrigued the researchers. Inspired by an ultrasound appointment with his pregnant wife, Zhang calculated when young genes were expressed in the human brain, discovering that they were more likely to appear during fetal or infant development.

The early activity of these genes suggests scientists should be looking at earlier developmental stages for genetic activity that ultimately shapes the complexity of the human brain.

"What's really surprising is that the evolutionary newest genes on the block act early," said co-author Patrick Landback, a graduate student in Long's laboratory. "The primate-specific genes act before birth, even when a human embryo doesn't look very different from a mouse embryo. But the actual differences are laid out early."

Thus far, researchers comparing adult brains between species have focused on regulatory differences as the primary driver of evolutionary changes. But the new research suggests that new genes with novel functions may have also played an important, previously overlooked role in the evolution of the human brain.

"Traditionally, people don't believe that a new protein or a new gene can play any role in an important process. Most people pay attention to only the regulation of genes," Long said. "But out of a total of about 1,300 new genes, only 13 percent were involved in new regulation. The rest, some 1,100 genes, are new genes that bring a whole new type of function."

Future research will look at the function of these genes and the role they may have played in building the unique human brain.

"People tend to study genes that are old functions present in organisms, and not those from new genes," said Maria Vibranovski, PhD, study co-author and research assistant professor. "This work will open a window such that people will start working in these new genes to try to figure out what exactly the functions are."

For now, the authors stress that their finding is only a correlation between the appearance of young human-specific genes and the evolutionary appearance of advanced brain structures. More data will need to be collected on the timing and location of gene expression in non-human primates to determine precisely which new genes and biological functions contributed to the evolution of the human brain.

"We don't know if this observation has any causation biologically, and there is a long way to go from there, but this correlation can predict some future work to do," Long said.

The paper, "Accelerated Recruitment of New Brain Development Genes into the Human Genome," will be published October 18 by PLoS Biology [10.1371/journal.pbio.1001179]. Funding for this work was provided by the National Institutes of Health, the National Science Foundation and the Chicago Biomedical Consortium.
