Campaign ads go negative in Iowa as Romney, Gingrich, Ron Paul mix it up (VIDEO)

Campaign ads bombard Iowa, as the Republican candidates and their surrogates step up efforts to raise doubts among caucus-goers about their rivals. In some ads, that means going negative.

Mitt Romney doesn't like Newt Gingrich. Ron Paul doesn't like Mitt Romney. And Mr. Gingrich has little love for either one of them.

At least that's the impression coming through from TV ads and candidates' responses, as the clock ticks closer to the Jan. 3 Iowa caucuses.?

Some of the ads are positive. Some go after the candidate of the opposing party, President Obama. But as the race for Iowa draws to a finish, with no clear winner in view, the campaigners have stepped up efforts to raise voter doubts about their rivals for the Republican nomination.

Some of the mud-slinging is being done by surrogates, the so-called "super PACs" (political action committees) that can draw unlimited amounts of money from donors.

A super PAC working on Mr. Romney's behalf, Restore Our Future, is airing ads that say former House Speaker Gingrich has "too much baggage" to beat Mr. Obama. Romney and his allies have oodles of money to spend on the effort.

In response, a Gingrich-supporting group is broadcasting spots that say Republicans are "attacking him with falsehoods," and Gingrich has personally urged Romney to be "man enough" to rein in his super PAC supporters.

The pro-Gingrich group, Winning Our Future, warns Iowans not to let "the liberal Republican establishment pick our candidate."

Haven't heard of the "liberal Republican establishment" before? From the context, it seems safe to say the ad means Romney backers who come from the corporate world and who aren't perceived as pure conservatives on issues such as abortion, gun rights, or a balanced budget amendment to the Constitution.

For his part, Romney has said campaigns are partly in the business of drawing distinctions among candidates. He has wondered aloud if Gingrich can "handle the heat in this little kitchen," which will only get hotter in a general-election campaign.

Rep. Ron Paul of Texas has mounted attacks of his own, which could grow louder on the airwaves as he sets his sights on a potential first-place finish in Iowa.

The nation's weather (AP)

The nation's most active weather feature Sunday will be prompted by a low pressure system moving over the Gulf of Mexico. This storm will produce widespread rain from eastern Texas through Alabama. A mix of rain and snow cannot be ruled out in the cold air over and eastern New Mexico in the afternoon and evening.

Elsewhere, a Pacific storm will slam into the Northwest sometime Sunday afternoon or evening, producing rain and high-elevation snow in what has been a very dry month for the West Coast. This precipitation will struggle to make its way into the intermountain West, but a few snow showers are possible in Idaho into Monday.

In the East, a cold storm will move into the upper Midwest and Northeast, but it won't be a rainmaker. Instead, it will act to cool temperatures to below normal into Monday though some snow in the region can't be ruled out.

Temperatures in the Northeast will rise into the 20s and 30s, while the Southeast will see 60s and 70s. Readings in the upper Midwest will rise into the 30s and 40s, while the Northwest will see temperatures in the 30s and 40s. The Southwest will rise into the 60s and some 70s.

Temperatures in the lower 48 states Saturday ranged from a morning low of minus 20 degrees in West Yellowstone, Montana, to a high of 82 degrees in Tampa, Fla.

Corporate foreign tax holiday would create jobs

As Congress takes a break from its highly partisan debate on an extension of the payroll tax bill, there should be one other job stimulus item on the table: temporary repatriation of foreign earnings at a lower tax rate for U.S. companies.

As CEOs of two Silicon Valley companies, each with more than 3,000 local employees, we want to ring a warning bell. Washington is about to walk away from a $1.4 trillion private sector stimulus that would result in billions in revenue to the Treasury and create jobs.

The New Democrat Coalition, Blue Dog Democrats and the Freshmen Republican Caucus all agree that repatriating foreign earnings at a lower tax rate is one of the few bipartisan solutions left to jump-start our struggling economy. The reduced tax rate has had considerable debate and it's up to Congress to make a decision. It was 5.25 percent in 2005.

Unfortunately, U.S. businesses - including many of the 345 member companies of the Silicon Valley Leadership Group - are hindered by an outdated tax system that ends up taxing foreign earnings by up to 35 percent. This is the combination of taxes paid in the countries where goods are sold and an additional tax by the United States when companies bring the money home. This double tax causes companies like ours to be uncompetitive against our foreign competitors, and it often discourages the reinvestment of earnings back into U.S. jobs and innovation. When additional state taxes are added, the average U.S. corporate tax rate rises to as high as 39.2 percent, the second-highest in the developed world, only slightly behind Japan's.

Congress can act now to bring this revenue home. Laura D'Andrea Tyson, former Clinton administration chair of the Council of Economic Advisers, found that a tax reduction on foreign earnings to approximately 5.25 percent would lead to an increase in capital spending by companies and an increase in consumption spending by individual and institutional shareholders. As a result, GDP would increase by $178 billion to $336 billion, 1.3 million to 2.5 million jobs would be added, and corporate tax revenues would rise by $36 billion.

Contrary to the rhetoric, there were great successes following the temporary reduction of the repatriation tax seven years ago.

Brocade Communications Systems repatriated approximately $75 million. The money was used to support workers' wages and compensation, growing our businesses and strategic investments. Since 2005, Brocade has increased its U.S. head count from nearly 1,000 employees to more than 3,500 at the end of 2010.

Varian Medical Systems repatriated approximately $128 million, using the funds for acquisitions, R&D initiatives that improved cancer care and expansion of manufacturing capabilities in Salt Lake City and Las Vegas. Our workforce has grown from 3,900 people to 5,300 at the end of 2010.

But these are just two small proof points that repatriation has been successful in the past. If Congress acts now to pass a temporary repatriation at a competitive tax rate, it will stimulate our nation's economy and create jobs. That's a proposal worthy of bipartisan support.

Lions rip Bolts, earn first playoff spot since '99

3 years after 0-16 debacle, Detroit gets back to postseason on Stafford's 3 touchdown passes

DETROIT - After a decade of losing, the Detroit Lions are in the playoffs.

And they made sure the San Diego Chargers are out.

With their fans chanting "PLAYOFFS" for the final minutes, Detroit got there for the first time since 1999 after Matthew Stafford threw three touchdown passes in the first half to beat the Chargers 38-10 Saturday.

The Lions (10-5) have won three straight after a seven-game slump to earn a wild-card spot in the playoffs, turning around their franchise after the NFL's only 0-16 season just three years ago.

Following the game, coach Jim Schwartz and his players did a victory lap at Ford Field, high-fiving fans in the front row.

"There's going to be a time that we don't celebrate getting to the playoffs, but it's not going to be tonight," Schwartz said. "It's been a long time coming."

No one has been waiting longer than owner William Clay Ford.

Ford, whose first season leading the franchise was in 1964, was handed a keepsake in the jubilant locker room.

"We gave him the game ball," said center Dominic Raiola, who endured a string of miserable seasons after Detroit drafted him in 2001.

After Raiola's postgame news conference, he gave Stafford a bear hug.

"I'm excited for them, more than for myself and some of the other young guys," the 22-year-old Stafford said.

According to the Chargers (7-8), they will not be in the postseason for a second straight year after making it five times in a six-season stretch. And that might cost coach Norv Turner his job.

"I've been concentrating every week as well as I can on getting this team ready to play and doing the things we need to do," Turner said. "We all know that's something that's discussed at the end of the year."

Knowing they could move into the postseason simply by winning, the Lions held San Diego scoreless until midway through the third quarter, when Philip Rivers threw an 11-yard pass to Malcom Floyd to make it 24-7.

Detroit, though, closed strong to restore the rout.

The Lions and the Buffalo Bills started the season with the league's longest playoff droughts at 11 seasons. Detroit hasn't been in the playoffs since Barry Sanders was its star running back and its drought is over because a decades-long search for a franchise quarterback ended with the No. 1 overall pick in the 2009 NFL draft. Coming off the league's only 0-16 season, Detroit selected Stafford and kept him healthy for the first time this season.

Stafford was almost perfect in the first half against San Diego, completing 21 of 26 passes for 260 yards with three TDs. He capped the first drive with a 7-yard pass to Brandon Pettigrew, threw a 3-yarder to Kevin Smith in the second quarter and connected with Calvin Johnson from 14 yards just before halftime to give the Lions a 24-0 lead.

Stafford finished with 373 yards passing to give him 4,518 this year, breaking Scott Mitchell's single-season team record from 1995. Perhaps not coincidently, that season marked the last time the Lions had double digits in wins.

The Lions will go for their 11th victory and to improve their playoff positioning, perhaps to draw the NFC East winner, on Jan. 1 against Green Bay, who they haven't beaten on the road since 1991.

The Chargers needed to extend their winning streak to four games to keep their postseason hopes alive, but the loss and Cincinnati's victory dashed them.

Eric Weddle recovered an onside kick after San Diego finally scored in the third quarter, but the Chargers stalled inside the Lions 5. Cornerback Chris Houston broke up a pass in the end zone and the Chargers had to settle for Nick Novak's field goal and a 14-point deficit.

Detroit's potent offense got the ball for the first time in the second half with 4:53 left in the third quarter and quickly gained 48 yards on passes to Nate Burleson and Johnson. Smith had a 4-yard run for a 6-yard TD and a 31-10 lead.

The Chargers then drove to the Detroit 2 and turned over the ball on downs, firing up its sideline and the fans who have been waiting a long time for a season like this one. It's the first time the Lions made the playoffs since Ford Field opened in 2002.

Rivers was 28 of 53 for 299 yards with a too-late TD and two interceptions, the second of which defensive end Cliff Avril snagged with his right hand and returned 4 yards to make it 38-10 late in the game.

Antonio Gates had four receptions to give him 588 in his career, breaking the Chargers record of 586 set by Hall of Famer Charlie Joiner.

Detroit got off to a good start, lobbing a pass into double coverage to Johnson for a 46-yard gain on the first snap and converting a third down for a TD.

Stafford found Pettigrew open in the end zone for a 7-yard throw, taking advantage of the Chargers assigning two defensive backs to Johnson on the same side of the field.

San Diego, meanwhile, didn't score on its opening possession for the first time in eight games and finished with just 10 points - not nearly enough to keep up with the Stafford-led Lions.

Gingrich uses precious time to get on Va. ballot (AP)

ARLINGTON, Va. ? Newt Gingrich is frantically playing catch-up in the Republican presidential race, spending precious time trying to get on Virginia's primary ballot while his rivals campaign in crucial Iowa and New Hampshire.

The former House speaker is paying a price for his late start in organizing. Gingrich had to leave New Hampshire on Wednesday and race to Virginia, where he needs 10,000 valid voters' signatures by Thursday to secure a spot on the March 6 ballot.

Virginia is an afterthought for most campaigns at this early stage. They are intensely focused on the Jan. 3 Iowa caucuses and the Jan. 10 New Hampshire primary, which will be followed by primaries in South Carolina and Florida.

But Gingrich's early-December rise in several polls gave him renewed hopes of carrying his campaign deep into the primary season. Failure to compete in Virginia, which is among the "Super Tuesday" primaries, would deal a huge blow to any contender who had not locked up the nomination by then.

Mitt Romney, the former Massachusetts governor, and Ron Paul, the libertarian-leaning congressman from Texas, want to knock Gingrich out long before Virginia. Their campaigns and allied groups are saturating the Iowa airwaves with anti-Gingrich ads.

The tone has gotten so nasty that Gingrich is calling on Romney to halt the ads, or at least defend them in a 90-minute Iowa face-off. Gingrich also mounted a separate petition drive, seeking signatures from voters who don't want to see Republican candidates ripping into each other.

"Attacking fellow Republicans only helps one person: Barack Obama," the petition says.

Republican insiders see Romney, in particular, as having the money, experience and organization needed to survive a long campaign. That makes it urgent for Gingrich to get on all the big-state ballots if he hopes to win the party's nod.

Gingrich said Wednesday he had enough ballot signatures, but he wanted to come to Virginia to deliver them personally. Taking no chances, his volunteers asked everyone to sign petitions before entering Gingrich's rally Wednesday night in Arlington, just across the Potomac River from Washington.

Gingrich, who arrived more than an hour late, planned to campaign Thursday in Richmond with Virginia Gov. Bob McDonnell, who has endorsed none of the nomination-seekers.

Romney, meanwhile, continued his bus tour of New Hampshire, the closest thing to a must-win state for him. For the most part, Romney is letting hard-hitting ads from the Restore Our Future "super PAC" do the ruffian's work against Gingrich. The PAC is made up of former Romney advisers.

On Wednesday, Romney taunted Gingrich, who has objected to the attacks as he falls in several polls.

"I'm sure I could go out and say, `Please, don't do anything negative,'" Romney told Fox News. "But this is politics. And if you can't stand the heat in this little kitchen, wait until Obama's Hell's Kitchen turns up the heat."

Gingrich shot back from Manchester, N.H., "If he wants to test the heat, I'll meet him anywhere in Iowa next week." He said Romney could "bring his ads and he can defend them."

In Arlington, Gingrich mocked Romney for saying he can't tell Restore Our Future to halt its ads because campaign laws require candidates and PACs to operate independently of each other. If Romney publicly announced his desire to see the ads stop, Gingrich said, those airing them probably would hear of it.

Gingrich vowed to stay positive, even as he said Romney had "no willingness to stand up and tell the truth."

Paul is campaigning this week in Iowa, a wide-open state he potentially could win. He drew large crowds at several town hall meetings in eastern Iowa on Wednesday.

But few campaign veterans think Paul, whose strong libertarian views give him an intense but limited following, can draw enough support nationwide to win the nomination.

Gingrich hopes to do well enough in the first two contests to make it to South Carolina and Florida. They border Georgia, which he represented in Congress for 20 years, ending in 1999.

Italian tanker is free from Somali pirates (AP)

ROME ? Italy says an Italian oil tanker is free, 10 months after pirates seized it and its crew of 22 in the waters off Somalia.

Italian Premier Mario Monti's office says he expressed his satisfaction Wednesday for the release of the crew and the tanker, the Savina Caylyn. Somali pirates seized the vessel on Feb. 8. Five Italians were among the crew. No details about the release were given.

Last month, an Italian cargo ship and its crew were released after being held for seven months by pirates off Somalia.

Lawsuit: Patient got HIV from Miss. cancer clinic (AP)

JACKSON, Miss. ? A Mississippi cancer clinic doctor who is charged with using old syringes and watered-down chemotherapy drugs now faces a lawsuit that claims a patient contracted HIV from a dirty needle.

Dr. Meera Sachdeva, founder of Rose Cancer Center in Summit, has been held without bond since her arrest in August on charges of diluting drugs and billing Medicaid and Medicare for more chemotherapy than patients actually were given.

The lawsuit claims James Ralph Patterson Sr. went to the now-shuttered clinic for treatment of his brain and lung cancer but ended up getting watered-down drugs and was infected with HIV by an old needle. Patterson died July 3 at the age of 61.

The lawsuit appears to be the first public allegation filed in court that a Rose patient contracted HIV.

We?ve heard some conflicting reports this week about whether the Cubs are actually a legitimate suitor for Fielder. The Blue Jays have been mentioned, but we can probably rule them out if they land Japanese right-hander Yu Darvish. The Mariners and Orioles are also believed to be in the mix, but it?s not known whether either club would be willing to give him the massive long-term contract he desires. Fielder doesn?t turn 28 until May, so it?s not inconceivable that he could take a shorter deal and test free agency again in a couple of years, but it?s also possible that his agent Scott Boras is just trying to get more teams involved in the conversation.

Papua New Guinea deadlocked over rival leaders (AP)

PORT MORESBY, Papua New Guinea ? Papua New Guinea politics were deadlocked Thursday, with two men claiming to be prime minister, two governments saying they hold power, rival police chiefs maintaining the peace ? and no one sure who actually was in charge.

The power struggle in the most populous South Pacific island nation has exasperated the public and prompted union leaders to call on both men claiming to be prime minister to find a solution before the situation worsens.

The Supreme Court and Governor-General Sir Michael Ogio have backed 76-year-old Sir Michael Somare, who the court ruled was illegally removed as prime minister while getting medical treatment outside the country. But lawmakers loyal to his rival Peter O'Neill have passed retroactive legislation recognizing him as leader.

At a news conference Thursday, O'Neill said he had ordered police to take control of government offices, including the prime minister's office, where Somare and his followers were working. But O'Neill said he had no authority to issue arrest warrants for Somare or Somare's ministers.

Somare's spokeswoman did not immediately respond to a request for comment. Somare had been scheduled to hold a news conference earlier Thursday, but it was delayed without explanation.

"We are sick and tired of the selfish behavior by our politicians," said Michael Malabang, head of the country's Trade Union Congress, which represents tens of thousands of private and public sector workers across Papua New Guinea, a former Australian territory rich in mineral resources. "We don't want a total public service breakdown, and it is coming to that stage."

The standoff began Monday, when the Supreme Court ruled that O'Neill's election by parliament in August was unconstitutional and said Somare should be reinstated as prime minister. Lawmakers backing O'Neill stormed the gates of Ogio's official residence on Tuesday, demanding he meet with O'Neill. Ogio, who represents British Queen Elizabeth II ? the country's head of state ? said he'd decide by Wednesday who should be prime minister.

On Wednesday, Ogio swore in Somare's Cabinet. Somare insisted he did not need to be sworn in, because the Supreme Court had already reinstated him as prime minister.

But a majority of the country's 109 lawmakers voted later Wednesday to suspend Ogio and replace him temporarily with Speaker Jeffery Nape. Nape then swore O'Neill in as prime minister.

"(Ogio) has failed to swear in the new prime minister according to the advice of the Parliament," O'Neill told Parliament in proposing the motion suspending the governor-general.

Somare dismissed Ogio's suspension as corrupt.

"We're the government despite that fact Parliament is still going on," Somare told Australian Broadcasting Corp. radio from the prime minister's office.

O'Neill's lawmaker supporters have occupied Parliament since Monday when the Supreme Court ruling was issued. On Wednesday they voted to appeal that ruling.

One of Somare's first acts after the Supreme Court ordered his return to power was to reinstate former Police Commissioner Fred Yakasa and oust O'Neill's appointee, Tom Kulunga. Both police chiefs were present at the governor-general's home and held discussions with lawmakers loyal to O'Neill.

Somare has based himself at the popular Ela Beach Hotel, where he has set up a Cabinet made up mostly of ministers from his previous government.

The company acted quickly to soothe the panic of gadget fans concerned they'd have to replace their new external HDDs, but the USB Implementers Forum didn't say much beyond the odd nasty snipe at the new technology. Fortunately, the crew at the USB-IF have now given their blessing toward the union 'twixt 22nm processor and super-speed universal serial bus. Since AMD jumped on this bandwagon back in April, we can pretty much guarantee that we'll be plugging flash drives in the wrong way for years to come.

NFL renews television deals with CBS, Fox and NBC (AP)

NEW YORK ? With NFL games enjoying seemingly invincible ratings while most everything else on TV goes down, down, down, the league's traditional broadcast partners embraced a deal that sends their rights fees up, up, up.

CBS, Fox and NBC renewed their contracts for nine years through the 2022 season, the NFL announced Wednesday. The average fees from the three networks will increase by an average of 7 percent annually, a person familiar with the details said. That will take the total revenue from them from the current $1.93 billion per year to $3.1 billion by 2022.

The person spoke on condition of anonymity because the figures weren't made public.

The current agreements expire after the 2013 season.

"(The deals) will ensure the NFL will stay on free television for another 11 years, which I think is great for fans," Commissioner Roger Goodell said at the owners' meetings outside Dallas. "It will continue to allow us to grow our audience. It's a tribute to the players and (union chief DeMaurice) Smith for extending our labor agreement for 10 years. I think that kind of stability gave us the ability to get these contract extensions."

Earlier this season, the NFL and ESPN reached an eight-year extension to keep "Monday Night Football" on the cable channel through the 2021 season, increasing the rights fee from $1.1 to 1.9 billion annually.

The new contracts also will allow NFL Network to expand the number of Thursday night games it airs beginning next year. The current schedule includes eight games during the second half of the season.

Goodell said the broadcast committee hadn't yet decided on whether to create a separate Thursday package to sell to an outside network.

NFL games account for 23 of the 25 most-watched programs among all television shows this fall and draw more than twice as many average viewers as broadcast prime-time shows. No wonder network executives piled on the superlatives Wednesday.

"This is incredibly powerful programming," said NBC Sports Group Chairman Mark Lazarus.

"It's as sure as you can get with anything today," said Fox Sports Co-President Eric Shanks.

"It's an unbelievably important product to associate ourselves with," said CBS Sports Chairman Sean McManus.

The three networks will each televise three Super Bowls during the length of the contracts, continuing the current rotation.

The nine-year terms are the longest for NFL television agreements with over-the-air networks. The previous longest were the eight-year deals with CBS, Fox and ABC from 1998-2005.

"With live broadcasts becoming more and more important, having the cream of the crop of live programing for the next 11 years is pretty incredible," Shanks said.

Locking in the NFL is the cornerstone for the rest of networks' economic planning, he said.

"I'm sure even today our ad sales guys' phones are ringing off the hook, even though the deal doesn't start for another two years," Shanks said.

CBS will continue to show the AFC package on Sunday afternoons as it has since 1998, while Fox still has the NFC package that it first acquired in 1994.

"Sunday Night Football" will remain on NBC, which picked it up in 2006. The network will add the annual Thanksgiving prime-time game starting in 2012, exchange one of its current wild- card matchups for a divisional playoff game, and create a Sunday morning pregame show in 2014 on NBC Sports Network (the future name of cable partner Versus).

It also gets three Super Bowls in nine years compared with two in eight seasons under the old deal.

The Thanksgiving night game had been on NFL Network.

"It's one of the most important advertising days of the year," Lazarus said. "We think this will elevate Thanksgiving not only for NBC but for the NFL."

Flexible scheduling will stay in effect to ensure quality late-season matchups on Sunday late afternoons and nights. It will be expanded in 2014 to allow some AFC games to air on Fox and NFC games on CBS, and for NBC to start switching out its prime-time matchups earlier in the season.

Shanks said the "cross-flexing" would allow more of the country to see certain appealing matchups.

The deals include "TV everywhere" rights for the networks to simulcast games online and on tablets ? though not mobile phones, for which Verizon has a separate agreement.

McManus acknowledged the NFL had become "increasingly more valuable."

"To know there's labor peace," he said. "To know the ratings have just been so consistent year after year after year, and ad growth has been so consistent year after year after year."

Regulators sue former top Fannie, Freddie execs (Reuters)

NEW YORK (Reuters) ? Six former top executives at Fannie Mae and Freddie Mac were sued by U.S. regulators on charges of misleading investors about the mortgage finance companies' exposure to risky home loans in the run-up to the 2008 financial crisis.

The case is one of the U.S. Securities and Exchange Commission's biggest actions against high-level financial industry executives, although the regulator did not specify a dollar amount for damages in the alleged fraud. Many lawmakers consider Fannie Mae and Freddie Mac at least partly responsible for the 2008 crisis, saying they encouraged lax lending to home buyers that led to a massive real estate bubble.

The SEC brought civil fraud charges on Friday against former Fannie Mae CEO Daniel Mudd, former Freddie Mac CEO Richard Syron and four other one-time executives.

Mudd, now chief executive of Fortress Investment Group, and Syron left the mortgage finance companies after they were taken over by the government in 2008 as mortgage losses spiraled. The two firms have been propped up by $169 billion in federal aid since they were seized.

The SEC is seeking to bar the defendants from serving as officers or directors of public companies, among other penalties.

Fortress, one of the few publicly traded hedge fund and private equity companies, said it would review "the matters addressed in the complaint" against Mudd, but noted that the lawsuit concerned his previous job at Fannie Mae.

An attorney for Syron said the SEC case was "without merit" and relied on a mistaken approach in examining the mortgage giant's disclosures. He said the firm had appropriately disclosed the amount of risk underlying its loans.

"Simply stated, there was no shortage of meaningful disclosures, all of which permitted the reader to assess the degree of risk in Freddie Mac's guaranteed portfolio. The SEC's theory and approach are fatally flawed," attorney Thomas Green said.

Other defendants include former Fannie Mae Chief Risk Officer Enrico Dallavecchia, who later became chief risk officer at PNC Financial Services. PNC spokesman Frederick Solomon said Dallavecchia stepped down from his PNC post on Friday and was on administrative leave.

Attorneys for Mudd and Dallavecchia did not immediately respond to requests for comment.

LIGHTNING RODS

Since Fannie Mae and Freddie Mac nearly went bust, the congressionally chartered firms have become political lightning rods.

Republicans point to them as the culprits behind the foreclosure and housing crisis, and Democrats and Republicans alike want to dismantle them, although they cannot agree how.

Republican presidential front-runner Newt Gingrich has been harshly criticized by some of his opponents for accepting up to $1.6 million as a consultant to Freddie Mac from 1999 until 2008. Gingrich says he was not a lobbyist but was paid for "strategic advice."

Both firms have recently drawn fire on Capitol Hill for extending multimillion-dollar pay packages to executives, and Republicans and Democrats largely agree that the mortgage giants eventually need to be shut down. Fannie Mae and Freddie Mac buy loans from lenders and repackage them as guaranteed securities for sale to investors.

"Today's news underscores how important it is that Congress work to end the ongoing taxpayer bailout of Fannie and Freddie," said Republican U.S. Congressman Scott Garrett of New Jersey. "Fannie Mae and Freddie Mac played a leading role in the 2008 financial collapse that wreaked havoc on the U.S. economy and, in domino effect, economies across the globe."

The SEC said on Friday that Fannie Mae and Freddie Mac will cooperate with the agency and have agreed to admit responsibility for the alleged misconduct, without acknowledging or denying liability. The firms have also entered into non-prosecution agreements with the agency, the SEC said.

Freddie Mac, in a statement, said it had reached an agreement with the SEC but did not comment on the charges against its former executives. Fannie Mae representative Andrew Wilson also declined comment on the charges, but said "we are pleased to bring the SEC inquiry to a close."

MORTGAGE RISKS

In lawsuits filed in U.S. District Court in Manhattan, the SEC said the six defendants made it appear that their companies had far less exposure to risky mortgages in their loan portfolios than in fact existed.

In one episode in 2006, the SEC said, Syron said on an earnings conference call that "we, as you know, weren't really involved in underwriting much of that business, any of that business, directly," referring to the subprime loan market.

That statement, the SEC said, was "materially false and misleading," because at around that time Freddie Mac's single-family credit guarantee portfolio contained $141 billion worth of subprime loans, 10 percent of its total.

The SEC also charged Thomas Lund, a former executive vice president at Fannie Mae. His lawyer, Michael Levy, said his client "did not mislead anyone."

Lawyers for the two other defendants, former Freddie Mac executives Patricia Cook and Donald Bisenius, did not immediately respond to requests for comment.

The SEC is asking the court to order the six defendants to pay back alleged illegal profits. The documents did not specify what amount the SEC would be seeking.

"The companies adopted very broad definitions of subprime, leaving reasonable investors to conclude that what was disclosed in their filings was the entirety of their subprime exposure," Robert Khuzami, director of the SEC's enforcement division, said at a news conference.

"Investors were robbed of the opportunity to make informed investor choices," he said.

The cases are SEC v. Daniel Mudd et al., No. 11-9202 and SEC v. Syron et. al No. 11-9201, U.S. District Court for the Southern District of New York.

'Cold shutdown': Japan reactor declared stable

TOKYO -- The tsunami-devastated Fukushima Dai-ichi nuclear power plant has reached a "cold shutdown" and is no longer leaking substantial amounts of radiation, Japan's prime minister?said Friday.

Prime Minister Yoshihiko Noda's announcement marks a milestone nine months after the March 11 tsunami sent three reactors at the plant into meltdowns in the worst nuclear crisis since Chernobyl.?It is a?crucial step toward lifting evacuation orders and closing the plant.


"Even if unforeseeable incidents happen, the situation is such that radiation levels on the boundary of the plant can now be maintained at a low level," Noda said. "Now that we have achieved stability in the reactors, a major concern for the nation has been resolved."

However,?experts noted that the plant remains vulnerable. Its surroundings are contaminated by radiation and closing the plant safely will take 30 or more years.

'Our battle is not over'
NBC News reported that there are still sporadic reports of leaks of contaminated water from the site.?

"There are many issues that remain," Noda added. "Our battle is not over."

Noda's?announcement means officials?can now start discussing whether to allow some evacuees to return to less-contaminated areas ? although a 12-mile zone around the plant is expected to remain off limits for years to come. The crisis displaced some 100,000 people.

A cold shutdown normally means a nuclear reactor's coolant system is at atmospheric pressure and its reactor core is at a temperature below 212 degrees Fahrenheit (100 degrees Celsius), making it impossible for a chain reaction to take place.

According to?plant operator?TEPCO, temperature gauges inside the Fukushima reactors show the pressure vessel is at around 158 degrees??F (70 C). The government also says the amount of radiation now being released around the plant is at or below 1 millisievert per year ? equivalent to the annual legal exposure limit for ordinary citizens before the crisis began.

Akira Yamaguchi, a nuclear physicist at Osaka University, said that the government's definition of cold shutdown is disputable.

"But what's most important right now is that there aren't any massive radiation leaks any more," he said.

Winter woes?
Putting longer-term issues aside, he warned that much of the backup equipment installed at the plant since the crisis began is makeshift and may break down. He said winter cold could test their strength.

Tamotsu Baba, the mayor of?evacuated Naimie town,?told a?press conference Friday that it was "hard to accept" Noda's declaration.

"We still feel a major distrust towards the government," he added.

Located 150 miles northeast of Tokyo, the plant was wrecked by a huge earthquake and a?tsunami that exceeded 45 feet in some areas, which knocked out its cooling systems, triggering meltdowns and radiation leaks.

NBC News reported that?the extraction of more than 3,000 fuel rods from the site, most likely?involving robotic cranes, is due to begin next year. High-powered water sprays will be used to decontaminate?roads and other infrastructure in nearby towns from early next month.

Theron reveals monstrously funny side in 'Adult' (AP)

NEW YORK ? Jason Reitman was under the same impression many are of Charlize Theron. He knew she was a fiercely talented actress, prone to burying her stunning beauty behind gritty, intense performances like her Academy Award-winning one as a murderous prostitute in 2003's "Monster."

Then she told him a dirty joke.

Theron approached Reitman at last year's Oscars to tell him how much she liked his then recent film "Up in the Air" and that she'd love to work with him.

"I got a tap on the shoulder and I turn around and it's all 6-foot-6 of Charlize Theron," recalls Reitman, intentionally exaggerating Theron's height by eight inches. "I was really understandably intimated."

But when Theron, already a few drinks into the night, revealed a more depraved sense of humor than her image would suggest, Reitman realized they had more in common than he expected: "I was like, `Oh! I like you.'" (Theron, for her part, doesn't recall the joke, but, with a glimmer in her eye, acknowledged, "That sounds about correct.")

The meeting was both fortuitous, in that it directly led to Theron staring in Reitman's new film "Young Adult," and an early hint to the tone of their collaboration. In "Young Adult" (which was penned by Diablo Cody of "Juno"), Theron plays Mavis Gary, a teen fiction ghost writer who returns to her hometown in rural Minnesota to lure her now-married former boyfriend. As a woman whose nostalgia has swelled to demented proportions, Theron is bitingly caustic and hilariously candid.

The performance not only reveals Theron's comedic side, but shows more of her true nature than her previous work. Not that Theron is anything like Mavis' more deplorable aspects, but she shares Mavis' sharp elbows and sharper wit.

"Most people who know me who have seen the film are not that shocked," Theron said in a recent interview during which she was self-deprecating, unguardedly foul-mouthed and thoughtful. "The film is way more my personality and closer to anything that I've done."

It's also Theron's first film in nearly three years. In between, she prepared to star in an ambitious "Mad Max" sequel, "Fury Road," which was repeatedly delayed and still hasn't been shot. She worked on developing projects with her production company, including a drama series for HBO with David Fincher. She also split with the Irish actor Stuart Townsend after nearly a decade together.

"I'll be very honest: I wasn't missing it," Theron says of acting. "It's hard to miss something when nothing was kind of sparking that instrument to get excited about."

That period, though, appears to be over. Following "Young Adult" ? which is earning Theron her best reviews since "Monster" ? she'll be seen in Ridley Scott's "Prometheus" and the fantasy "Snow White & the Huntsman," which also stars Kristen Stewart.

Theron, 36, grew up on a farm outside Johannesburg, South Africa. While she was a teenager, her mother shot and killed Theron's alcoholic and abusive father. When she was 16, she became a model in Milan. She later moved to New York to train as a ballet dancer, but a knee injury pushed her out of dance and toward acting.

After a number of small roles as girlfriend types in films such as "The Devil's Advocate" and "The Cider House Rules," her performance in "Monster" changed her trajectory considerably. When she won best actress at the Oscars, Nelson Mandela hailed her for putting South Africa "on the map."

Since then, Theron, who lives in Los Angeles, received a second Oscar nomination for her performance as a miner in "North Country." Though the science fiction "Aeon Flux" bombed, Theron drew acclaim again for a supporting role in the somber anti-war film "In the Valley of Elah" and for the atypical superhero film "Hancock."

But all the while, there were hints in her filmography of comedic leanings. In 2005, she had a memorable arc on "Arrested Development" as the love interest of Jason Bateman's character. Her character was mentally disabled, but the joke was on those around her, who didn't notice because of her British accent.

The opportunity arose when "Monster" director Patty Jenkins directed an episode of the series, and Theron asked her to relay to creator Mitch Hurwitz her pleading to be on the show. She calls the experience a "great, great learning experience" in how comedy needn't be played for comedy, but rather portrayed realistically.

Theron also appeared on an early episode of Zach Galifianakis' faux-interview Web series "Between Two Ferns," as revered of a comedy calling-card as there is. On it, Theron flirted with Galifianakis before pulling the rug out from him, cackling at the idea of her being attracted to a "fat garden gnome."

"The bizarre thing is that I've always had kind of a sick, twisted sense of humor," says Theron. "But my work, for some reason, has always veered to the dramatic stuff. I think that's because I've never really been that driven by genre, but I find that I want to play people that feel real. I do think in comedy it's harder to find non-caricatures. I always said that I would love to do something like that kind of comedy that the Coen brothers do, that more character study stuff. And that stuff is hard to come by, and I feel like my career was setting itself up to be another thing."

The comedian-actor Patton Oswalt, who plays an old high school acquaintance of Mavis' who turns into a drinking buddy in "Young Adult," said at the Gotham Awards that Theron "has the kind of humor that someone who looks like me has."

The two found an unlikely chemistry in "Young Adult" right from the start. Before ever meeting, they did a table read in Reitman's dining room and immediately connected.

"I realized I was going to be working with a really great actor," says Oswalt. "It made me work even harder so that I could be on her playing field. She is so instinctual and already ready to go every shot."

Whether it's "Monster" or "Hancock" or "Young Adult," Theron typically commits fully to a character. Asked how she manages that, she doesn't miss a beat: "Alcohol."

But thinking a little more about it, she says that ballet instilled in her a relish for performance. Though she acknowledges she's not a trained actor, she says she learned from other actors as her career unfolded.

"It was amazing to watch Al Pacino at 3 in the morning and suck ... and then be brilliant," says Theron, recalling "The Devil's Advocate." "It was one of the greatest teachings that I could have been given. He taught me that in order to be great, you have to be willing to fall on your face. You don't get to that place unless you go balls out."

Reddit raises $31,000 for child's medical care

Three-year-old Lucas Gonzalez has hyper IgM syndrome?? a rare condition?which means that his immune system is unable to protect him. He is unable to do a lot of the things a child his age might not think twice about doing because even the smallest issue could seriously threaten his life.

A bone marrow transplant could give him a chance to be a normal kid, but?Lucas' parents were unable to cover the costs associated with the transplant. They?started a site?to raise funds, yet their $50,000 donation goal seemed like a huge stretch?? until a group of Internet strangers united to offer help.

Everything changed with?a post?on popular link-sharing website Reddit:

Hi Reddit, I'm Lucas! I'm 3 years old, have a 1 in 1 million disease, and need a bone marrow transplant!

Within 12 hours, the donation amounted to $44,405?? with $31,000 being attributed directly to Reddit users?? and a new message was posted:

REDDIT. HOLY CRAP. YOU ARE CUT OFF. STOP. STOP NOW. WE HAVE ALL THAT WE NEED. I CANNOT THANK EACH OF YOU ENOUGH. BUT SERIOUSLY, STOP DONATING NOW.

The remaining necessary funds will be?gathered during a silent auction/fundraiser in Jacksonville, Florida later in December. And out of sheer gratitude, Lucas' father will be getting a tattoo of the Reddit alien ??the site's mascot.

It's worth noting that the sort of altruism presented after the Gonzalez family's call for help isn't uncommon among Reddit users. The site has hosted communities which dedicated themselves to?shutting down auto-warranty robo callers, reuniting a mother and son who'd been apart 21 years, raising $500,000 for DonorsChoose.org, donating more than $185,000 to Direct Relief International for Haiti after an earthquake devastated the island in January 2010, preventing suicide, helping promote a?large rally in Washington starring Jon Stewart and Stephen Colbert,?and more.

Olympus shares surge as moment of truth approaches (Reuters)

TOKYO (Reuters) ? Shares in Japan's disgraced Olympus Corp surged on Tuesday as investors bet that a probe into its scandal-ridden accounts would not turn up any nasty new surprises which could lead to the stock being delisted.

An outside investigative panel, which has spent the past month trying to get to the bottom of one of Japan's worst accounting scandals, is due to present its findings at 0600 GMT on Tuesday, though the report could be released before then.

Olympus, a maker of cameras and medical equipment, has lost half its market value since its sacked CEO, Englishman Michael Woodford, went public in mid-October with concerns over murky accounting and some expensive and questionable acquisitions.

But the stock jumped as much as 15 percent on Tuesday, extending a three-week rally fuelled by growing hopes that Olympus would not be delisted and that, instead, a few former executives would bear the brunt of any punishment.

"I think the probability for Olympus to be kept as a listed company is pretty high right now and that is the market consensus right now," said analyst Nanako Imazu of CLSA.

Olympus must clear a series of hurdles to avoid being delisted, a humiliation that could force it into asset sales. The first of these challenges would be met if the panel were to find no involvement of organized crime in the scandal.

A source familiar with the panel's inquiries has told Reuters that the investigators, led by a former supreme court judge, have found no evidence to support a much-rumored link with organized crime or "yakuza" gangsters.

The panel, a group of experts formed by Olympus in early November, has also found that Olympus hid up to $1.67 billion in losses from its investors in an accounting cover-up that stretched as far back as the 1990s, and that two former executives led the concealment, the source has said.

If confirmed on Tuesday, this would not represent a major new surprise for investors, with Olympus having already admitted to hiding substantial investment losses for two decades and having named three former executives as the main wrongdoers.

JOINT INVESTIGATION WITH POLICE

Some doubts exist, however, about the ability of the panel to get to the bottom of such a complex and murky affair, which involves numerous, obscure counterparties and investment firms.

The panel has limited powers of investigation and was hired by the same board that sacked Woodford, who blew the whistle on the scandal immediately after he was fired as CEO in October.

"I would have thought they didn't have the expertise to probe that (involvement by organized crime)," said Jamie Allen, secretary-general of the Asian Corporate Governance Association, whose members include institutional investors that collectively manage assets of more than $10 trillion.

"That's really a job for the police. So even if they say there's no evidence, obviously I don't think that's going to satisfy everybody because they'll want to know what the police come up with."

Olympus remains under joint investigation by Japanese police, prosecutors and the markets regulator, though it is not clear when these official investigations will wind up.

Even if neither the panel nor the official investigations find evidence of involvement by organized crime, Olympus still needs to meet a December 14 deadline to iron out its accounts and report its second-quarter results in order to remain listed.

Olympus plans to meet with its creditor banks, which have so far been supportive, as early as December 16 to explain its situation, Kyodo news agency said.

Compounding the current board's problems, Woodford has mounted a campaign to oust all of the current directors and replace them with his own team of candidates with himself in charge of the boardroom as nominated CEO.

The panel is expected to find that two men, former executive vice president Hisashi Mori and ex-internal auditor Hideo Yamada, led the extensive cover-up of losses.

The Nikkei newspaper said on Tuesday that two ex-presidents, Tsuyoshi Kikukawa, who served from 2001 until the scandal broke, and his predecessor, Masatoshi Kishimoto, were both thought by the panel to have been made aware of the accounting tricks.

"Kishimoto, who held office from 1993 to 2001, told the committee he knew nothing about the cover-up, while Kikukawa said he found out about the losses only recently," the Nikkei said, quoting sources familiar with the investigation.

The Olympus board will meet on Wednesday to discuss its next steps, once investors have had time to digest the panel's findings, the daily said.

Olympus shares trimmed their early gains before the end of the morning session, but were still up nearly 9 percent.

Many kids at gold mine paid in bags of dirt

Samba Diarra, 15, journeyed 200 miles to live in a plastic hut alone and work in an artisanal gold mine in Mali. The teen came to the mine to help support his five younger brothers and sisters.

?The main reason I left home is to help my parents and sending them money is my main goal,? Diarra said.

Diarra?s parents can?t afford? to send him to school because he has to support his younger siblings.? He is one of at least 20,000 children working in Mali?s artisanal mines.

Mali is Africa?s third largest gold producer. Artisanal mines rely on heavy human labor and little mechanization.? People throughout West Africa are flocking to work in the primitive pits.?


?Globally, we?ve seen an increase with the number of artisanal gold miners because of the rise of gold prices, but that doesn?t necessarily translate to better living conditions,? said Juliane Kippenberg who helped author a forthcoming Human Rights Watch report on Mali?s mines.?

The skyrocketing price of gold has led to a rush on the precious metal in the United States and throughout the world, but some of the mining that?s helping feed the world?s craving involves child labor and a dangerous process involving mercury.

Approximately 100,000 to 200,000 people in Mali are working in artisanal mines, according to the Human Rights Watch report which will be released Tuesday.? Kippenberg told NBC News Chief Foreign Correspondent Richard Engel that 20 to 30 percent of the workforce in African artisanal mines is child labor.

The report entitled, ?A Poisonous Mix: Child Labor, Mercury and Artisanal Gold Mining in Mali,? details abysmal working conditions.

??There couldn?t be a bigger contrast between the situation of a 7-year-old or a 14, 15-year-old working day in and day out in the very harsh conditions of these mines and the beautiful world of jewelry somewhere in Switzerland or the U.S. or elsewhere,? Kippenberg said.

The children working in the mines, some as young as six years old, help dig shafts with pickaxes, lift and carry heavy bags of ore and pan the gold with an amalgamation process involving mercury.?

?Not only is it hard work and then you?re tired from it, but it is hard work that everyday gives you pain: headaches, back pain, joint aches and it will create long-term spinal injury for some of these children who are carrying very heavy loads and they are very small,? Kippenberg said.

Diarra spent his first day pulling up gold ore that was mined by men working deep underground.? At the end of his first day, he was paid with a bag of dirt.? Gold is currently trading at around $1742 an ounce.

?After I wash and refine it, I?ll get paid for the gold that might be inside,? he said.

Some children working in the mines never get paid. Those who do, get just a few dollars a week.

Diarra still has dreams of a life away from the mines.

?I would like to study if I have the opportunity, I would also like to be a footballer,? he said.

Kippenberg said that it will be hard for Diarra to leave the mines.

?The sad news is that he is not going to be able to realize his dreams.? In almost all of these situations where children come here to work by themselves, they are terribly exploited and will probably end up working in artisanal gold mines for the rest of their lives or for very long periods, making, eking, out a living,? Kippenberg said.

Malian law actually bans child labor in artisanal mines, but the law is not heavily enforced. One miner told Rock Center that he simply can?t afford the fees to send his children to school so instead they work with him.

Diata Lissoko, the traditional? leader of one of the mines said, ?With this kind of physical labor, life is short.?

Lissoko said that just two days prior to Rock Center?s visit, a young man had suffocated deep in the mine.

?It was 30, 40 meters deep.? When you descend a mine that deep, there is no oxygen down there, so if you breathe in the gas, you are killed immediately,? Lissoko said.

Others are dying slowly from toxic mercury vapors.? To speed up the refining process, workers are mixing mercury with the crushed ore.? The mercury adheres to the gold flakes.? Then the mixture is burned. Those vapors are the most toxic.? Women and children often are in charge of panning the gold and often use the mercury in their backyards in the middle of their villages.

??Working with mercury in a residential area is a particularly bad practice because it affects so many people,? said Kippenberg of Human Rights Watch.? ?They will be exposed to mercury poisoning.? Just to give you an idea, it?s not something that happens very quickly, but people will begin to have coordination problems, memory problems in high doses. It can lead to kidney failure, heart problems and it can even kill people.?

Approximately 12 percent of the world?s gold is born from the grueling process of artisanal mining, Kippenberg said.

?It?s not the majority of the gold, but at the same time, it?s a significant proportion,? Kippenberg said.

The gold is sold to middlemen and eventually ends up in places like Dubai and Switzerland where it is melted? and mixed with gold from large scale mines before it?s turned into jewelry worn throughout the world.

?Even if it is a long, long supply train, at the end of the day, it is the gold from these artisanal mines in Mali and other parts of the world that is exported and then goes to the world?s markets and is turned into jewelry,? Kippenberg said.? ?So, yes, there is a direct link between the people who wear the jewelry and buy it and the refiners, the big international companies who trade the gold globally and those who work in these mines, the depths of these shafts, who risk their lives in doing so.?
