To boost revenues, the taxman cometh ? in Afghanistan

KABUL ? One of Afghanistan's most surprising success stories lies tucked away on a potholed street notorious for suicide bombings and lined with rusting construction equipment.

The work of the country's top tax collector is more inspiring than the view from his office in Kabul. Taxes and customs raised $1.64 billion last financial year, a 14-fold increase on 10 years ago. That means, now, the government can pay just over half of its recurrent costs such as salaries.

Thanks to tougher enforcement procedures, Afghanistan's tax to GDP ratio today stands above 11 percent - ahead of neighboring Pakistan's dismal 9 percent.

Increasing revenues is vital as donors begin reducing aid ahead of the 2014 drawdown of NATO troops, who have provided the backbone for security since U.S. forces invaded after the September 11 attacks on the United States.

By the end of this year the United States alone will have spent $100 billion on Afghan reconstruction. But future pledges are a fraction of that.

"We are largely dependent on international aid. We would like to be independent," said Abdurrahman Mujahid, the new head of the revenue department. "I would like a sustainable Afghanistan for all the children."

Despite rising revenues, the government will rely heavily on donors for years to come. Taxes, customs and mining revenue will only meet $2.5 billion out of a $7 billion budget this year.

Most of the revenue comes from large corporate taxpayers, who complain their payments have not improved power cuts, potholed roads or security.

Corporations pay a flat tax of 20 percent - the same rate for an individual earning over $2,000 a month.

But unlike developed countries where personal income tax generates a sizeable chunk of revenue, most Afghans scoff at the idea of giving the government some of their meager earnings.

The average annual income, in a country ranked one of the world's poorest, is just $470, according to the World Bank. Those making less than $100 a month don't have to pay tax.

"It's not a good government," said moneychanger Abdurrahman Arif, 28, as he held a wad of soiled notes and scanned for customers. "I don't pay tax. The rich people don't and the government should go to them before they come to me."

Afghanistan has a similar problem to neighboring Pakistan - the very wealthy don't pay their share, and weak institutions often have little way of forcing them.

Authorities admit that taxing the rich isn't easy in a country where the powerful often command militias. But Mujahid promises tax evaders will "be introduced to the law enforcement agencies".

SUBSTANTIAL ACHIEVEMENT

Much of Afghanistan's money is in an undocumented black economy. Corruption is endemic and the country produces 90 percent of the world's opium. Billions of dollars in cash leave the country every year in suitcases.

The security situation is discouraging. Taliban and other militias have made gains in many areas as foreign combat forces wind down their missions.

But some Afghans still manage to make money. Many businesses are fuelled by the aid dollars that have poured into the country over the last decade. Luxury supermarkets, travel agencies and stationery shops crowd the capital's streets.

A U.S. embassy official in Kabul commended Afghanistan's ability to raise tax revenues.

"It's a pretty substantial achievement," the official said, but noted the nation still faced a large funding gap, partly because of its huge security bill.

"It's going to continue being a problem until they can get revenues from the extractive industry, and that's going to take some time," the official said, referring to Afghanistan's rich but undeveloped mineral deposits.

Donors currently pay for just under half Afghanistan's operating costs - mostly government salaries - and more than three-quarters of all development projects like roads, dams and electricity equipment.

Rampant corruption means this money is often stolen, angering donors, fuelling anti-government rage and keeping aid from some of the world's neediest families.

Donors hope that if Afghans foot more of the bill for public services they may become less tolerant of graft from their leaders.

PUGNACIOUS PREDECESSOR

Mujahid, the new head of the revenue department, has large shoes to fill. His predecessor Ahmad Shah Zamanzai oversaw much of the department's growth and didn't shrink from confrontation.

When a vice-president refused to pay tax on income from renting out houses he owned, Zamanzai threatened to leak it to the press. Elections were approaching. The vice president paid up.

Under Zamanzai, the tax department jailed more than 20 tax evaders, froze bank accounts, slapped on travel bans and shuttered the premises of businesses that refused to pay.

In one showdown, he took on the glitzy wedding halls that have mushroomed up in the capital. When the 60 or so venues refused to pay their dues, he had police padlock a dozen of the biggest until the rest fell into line.

Zamanzai was appointed head of the state-run Pashtany Bank as part of a bureaucratic reshuffle this month. His first task, he said, would be to use skills honed in the tax department to extract overdue loan repayments from powerful Afghans.

But the tough tax enforcement has angered some businessmen.

Najib Ullah Latify's spotless factory, full of humming machinery and rows of workers in blue overalls and yellow hard hats, stands a few minutes drive from the tax office. High Standard Pipe employs 850 people and supplies pipes for projects providing clean water all over Afghanistan.

Latify said he'd expand but harassment from the tax man was hurting his business.

In recent years, he says, he's been repeatedly overcharged by the tax office and promised refunds have not been credited. Officials frequently offer to slash his tax bill in return for bribes, he added. When he refuses, he says, officials disrupt his imports and suspend his license.

"I don't know what to do, I have shouted everywhere that they are ruining my business," he said.

"I don't mind paying taxes. Even if 60 percent of it is spent on drinking and shopping and trips for (politicians') wives, maybe 40 percent will go to schools or hospitals. But they must tax me correctly."

The new tax chief, Mujahid, was not familiar with Vitaly's case, but promised to investigate. More than 10 tax collectors - whose basic salaries start at $180 a month - have been fired for corruption in the last two years.

"Corruption is a part of public life in Afghanistan," said Mujahid. "We have the aim to make this department corruption-free."

This year he's planning to finish computerizing tax records, usher through a law on Value Added Tax, and strengthen collection in the provinces - more than 90 percent of government taxes currently come from the capital.

"There's a lot of achievements, but for sure we have problems, and the biggest problem is corruption," he said.

Rogue ex-cop's victim makes 1st public appearance

RIVERSIDE, Calif. (AP) ? A Riverside police officer nearly killed in an ambush by rogue ex-cop Christopher Dorner made his first public appearance since the shooting, at an emotional dinner where he was greeted warmly by friends and admirers and shared a table with the wife of his late training officer.

Officer Andrew Tachias was sitting in his patrol car with Officer Michael Crain on Feb. 7 when Dorner pulled alongside them at a stoplight and opened fire.

Crain was killed. Tachias, who is still recovering, was shot eight times.

"I think he's like all of us. It's ups and downs," Crain's widow, Regina, said of Tachias. "One minute you're fine, and the next you are in a hole."

She added the dinner was the first time she and Tachias, 27, had met.

The officer, whose wounded hands were encased in protective coverings, has said he wants to return to work.

"I'm absolutely speechless for him to be back in this environment," said Officer Scott Levesque, who was among those at the event at Riverside's Original Roadhouse Grill.

The dinner capped a daylong fundraiser for the families of Tachias and Crain. It drew so many people that at one point, the restaurant ran out of silverware, the Riverside Press-Enterprise reported (http://bit.ly/X4bhPe).

Tachias, dressed in a gray and black striped hoodie and sporting a beard, was greeted with hugs when he arrived at about 8 p.m. and took a table with Crain's widow.

"To be close to the person who was with him last is comforting to me," Regina Crain said.

Crain's father also attended the event, along with Riverside Police Chief Sergio Diaz and Lt. Larry Gonzalez, the watch commander on duty when Crain and Tachias were attacked.

Dorner went on a rampage after he was fired by the Los Angeles Police Department for filing a false report.

He killed four people and wounded Tachias before committing suicide Feb. 12 after he was cornered in a mountain cabin near Big Bear Lake.

Authorities surrounded the cabin after a wild chase that began when Dorner tied up a couple and stole their car, crashed it and carjacked another vehicle at gunpoint, then crashed that one and fled to the cabin.

pediatrician 40062 Another Study Finds No Vaccine Autism Link

    By Amy Norton
    HealthDay Reporter

FRIDAY, March 29 (HealthDay News) ? Although some parents worry about the sheer number of vaccines babies typically receive, a new U.S. government study finds no evidence that more vaccinations increase the risk of autism.

Looking at about 1,000 U.S. children with or without autism, researchers at the Centers for Disease Control and Prevention found no connection between early childhood vaccinations and autism risk.

Children with autism and those without had the same total exposure to vaccine antigens ? the substances in vaccines that trigger the immune system to develop infection-fighting antibodies.

?This should give more reassurance to parents,? said lead researcher Dr. Frank DeStefano, director of the CDC?s Immunization Safety Office.

The findings, which appear online March 29 in the Journal of Pediatrics, cast further doubt on a link between vaccines and autism spectrum disorders ? a group of developmental brain disorders that impair a child?s ability to communicate and socialize.

The first worries came from a small British study in 1998 that proposed a connection between the measles-mumps-rubella (MMR) vaccine and autism. A spate of research since has found no link, and the original study was eventually retracted by the Lancet, the journal that published it.

Then came concerns about thimerosal, a preservative once used in certain childhood vaccines (but never MMR) that contains small amounts of ethyl mercury. Again, international studies failed to show a link to autism.

More recently, worries have shifted to the notion that children are getting ?too many vaccinations, too soon.? In the United States, children can be immunized against 14 different diseases by the time they are 2.

DeStefano said his team focused on antigen exposure, rather than just the number of vaccinations, because that gives a more precise idea of the ?immune system stimulation? kids received through vaccines.

A recent survey found that about one-third of parents thought children receive too many vaccinations in their first two years of life, and that the shots could contribute to autism.

But there?s no scientific evidence of that, said Dr. Paul Offit, chief of infectious diseases at the Children?s Hospital of Philadelphia.

He said it?s understandable that parents might worry. ?You see your baby receiving all these vaccines. It looks like too much. It feels like too much,? Offit said.

But, he said, there?s no biological basis for the idea that vaccines ?overstimulate? the immune system, and that somehow leads to autism.

Every day, babies? immune systems battle many more antigens than are present in vaccines, DeStefano explained. ?Most infants can handle exposure to many antigens,? he said.

The findings are based on 256 children with an autism spectrum disorder and 752 autism-free kids who were matched to them based on age, sex and health insurance plan.

The CDC team found that kids? total antigen exposure in the first two years of life was unrelated to their risk of developing an autism disorder.

That was also true when they considered babies? antigen exposure in the first three months of life, and the first seven months. Nor was there any connection between autism risk and the amount of vaccine antigens children received on any single day.

?This provides evidence that concerns about immune system overstimulation are unfounded,? DeStefano said.

Geraldine Dawson, chief science officer for the advocacy group Autism Speaks, said the study ?adds to the existing literature showing no connection between vaccines and autism in large epidemiological studies.?

She added, though, that further research is needed ?to explore whether, in rare cases, a genetic vulnerability might increase susceptibility to vaccine-related side effects, including the triggering of autism symptoms in a genetically and medically susceptible child.?

Both Offit and DeStefano stressed that there is no reason for parents to delay vaccinating their child.

?This is one more piece of evidence to help reassure parents,? Offit said.

'Facebook phone' likely to put social network at front of Android

"Come See Our New Home on Android," the invitation sent to members of the press on Thursday declared. Does this mean the long-rumored Facebook phone is about to become official? What is the social network's next move? And does it stand a chance?

Facebook is intending to introduce a modified version of Google's Android operating system, according to sourcing from TechCrunch's Josh Constine, the New York Times' Nick Bilton and Brian X. Chen, and the Wall Street Journal's Evelyn M. Rusli and Amir Efrati. This version of Android will put Facebook front and center and "will debut on a handset made by HTC, according to a Facebook employee and another person who were briefed on the announcement," Chen and Bilton explain.

"Imagine Facebook?s integration with iOS 6, but on steroids, and built by Facebook itself," Constine adds. "It could have a heavy reliance on Facebook?s native apps like Messenger, easy social sharing from anywhere on the phone, and more."

?It?s putting Facebook first,? a person familiar with the matter emphasized to Wall Street Journal reporters. But unlike competitors such as Amazon and Google, it is not putting Facebook itself into the hardware game.

"With Amazon, it's pretty clear," mobile industry consultant Chetan Sharma told NBC News. "They want to sell their content and services. They're building their own devices, which is different from what Facebook is doing."

However, the idea of a modified version of Android may be viewed as an act of hostility directed at Facebook's frenemy, Google.

"The reaction from Google will be interesting to see," Sharma pointed out. "There's obviously overlap ... It seems to Google that it's underpinning their Google+ efforts. Longer term, I don't see them letting it go and letting other people do their work."

But even if Google lets Facebook's plans fly, there are other issues to consider, Sharma says. "If it's just a phone that's going to be pushed by HTC, its chances are going to be limited," he explains. "[HTC] doesn't have the marketing powers." To truly stand a shot, Facebook needs to join hands with carriers.

Of course, some might wonder whether any carriers would be game. After all, Facebook's VoIP efforts and its baked-in Messenger service might conflict with carriers' business agendas, right?

Not necessarily so, says Sharma. "In certain markets [VoIP and Messenger] would be challenging," he elaborates. "In markets where unlimited voice and messaging is already bundled in ? in those scenarios operators have less resistance to the idea. They already make money on voice and messaging and they'll also make money on the data used by Facebook."

Initial whispers don't suggest that "Facebook Home," as the social network's device/software combo is expected to be named, is going to be pitched by any carriers, so we'll have to see how things fare with merely HTC. (Of course, that's assuming all these rumors and reports pan out.)

Things will be official on Thursday, April 4, and we'll be in Menlo Park, Calif., to report live.

Scorsese developing 'Gangs of New York' TV series

(AP) ? Martin Scorsese is developing a TV series based on his 2002 film "Gangs of New York."

The director is partnering with Miramax, which released the Oscar-nominated film starring Leonardo DiCaprio and Daniel Day-Lewis. The planned show doesn't yet have a TV network.

The series expands on the brutal, 19th-century New York gang world of the film. Miramax says the series will chronicle the birth of organized crime in not just New York but also in cities such as Chicago and New Orleans.

In a statement Thursday, Scorsese says the era was too rich to fully explore in a two-hour film. He says the series "allows us the time and creative freedom to bring this colorful world, and all the implications it had and still does on our society, to life."

Travel Horizons: travel insurance | four helpful tips

Our rep from Travelex visited the Brownell office earlier this week to do some training on travel insurance for newer travel consultants. I read the summary of her presentation and wanted to pass along these tips:
    1. Pre-existing waivers. Travelex provides a waiver of pre-existing conditions if you purchase their Travel Select policy or better. As long as you are fit to travel at the time of purchase, the underwriters can't go back more than 60 days on your medical history. You just have to purchase the policy within 21 days of putting down your first deposit.
    2. Zero-band policies?are very inexpensive. They include no trip cancellation insurance but provide medical insurance while you are away, including medical evacuation.
    3. Keep your receipts. If something happens while on your trip (a medical situation or a delay or interruption in your travels), keep the receipts of all out-of-pocket expenses. Only expenses with proof of purchase can be reimbursed.
    4. Your policy can be transferred to another trip within one year of the travel date (in the event you cancel the trip for which you initially purchased the policy).
Do you need travel insurance??We were told that 40% of of the time, on average, travelers file claims. Click here to learn more about Travelex travel insurance and get a quote.

Striking Guantanamo prisoners say water denied

MIAMI (AP) ? Prisoners taking part in an expanding hunger strike at Guantanamo Bay leveled new complaints about their military jailers Wednesday as a team from the International Committee of the Red Cross made a fact-finding trip to the U.S. base in Cuba.

In an emergency motion filed with a federal court in Washington, lawyers say guards have refused to provide drinking water to hunger strikers and kept camp temperature "extremely frigid," to thwart the protest. A spokesman for the detention center denied the allegations.

"The reality is that these men are slowly withering away and we as a country need to take immediate action," said Mari Newman, a human rights lawyer based in Denver, who was among those who submitted the motion.

They filed the petition after interviewing Yemeni prisoner Musaab al-Madhwani by phone Monday. He told them that guards were refusing to provide bottled water and telling prisoners to drink from tap water that inmates believe is non-potable. The lawyers say in their motion that the lack of drinkable water has "already caused some prisoners kidney, urinary and stomach problems," in addition to the health effects of the hunger strike.

Along with their motion, they submitted an affidavit from Dr. Stephen Xenakis, a psychiatrist and retired general, who believes that the hunger strike and lack of adequate drinking water "sets them up for gastrointestinal infections and a quick demise." The doctor also said the 34-year-old al-Madhwani suffers from post-traumatic stress disorder linked to his torture while in U.S. custody in Afghanistan and could be worsened by harsh conditions at Guantanamo.

The U.S. government has not filed a response to the motion. Navy Capt. Robert Durand, a spokesman for the prison, said prisoners are provided with bottled water and that the tap water is safe to drink.

"It's potable water. It's the same water I make my coffee with and that they make lunch with," Durand said. He also denied that there had been any change to the air conditioning settings inside the prison camps.

Accounts of the hunger strike have been in sharp conflict for weeks. Lawyers who have visited or interviewed their clients say a majority of the 166 men held at Guantanamo have joined the protest and some have lost significant weight and are at serious risk.

The military said that as of Wednesday, there were 31 men on hunger strike, up from 28 on Monday. Three men were at the hospital being treated for dehydration and 11 were being force-fed with a liquid nutrient mix to prevent dangerous weight loss.

A two-person delegation from the International Committee of the Red Cross that includes a doctor is at the base to assess the situation. They started a week earlier than planned because of the hunger strike, said spokesman Simon Schorno. Their findings will be presented to the camp commander and Miami-based Southern Command, which oversees the prison, but will not be made public.

Lawyers for the prisoners say the hunger strike began on Feb. 6 as a protest of the men's indefinite confinement without charge and because of what they said was a return to harsh treatment from past years, including more intrusive searches and confiscation of personal items such as mail from their families. The military says no policies or procedures have changed at Guantanamo and the strike is an attempt to draw attention to their cause.

White House spokesman Josh Earnest say Obama's team is closely monitoring the hunger strikes, but deferred to the Pentagon for any specifics.

"The administration remains committed to closing the detention facility at Guantanamo bay," Earnest said, noting that legislation passed by Congress makes it likely that process won't be quick.

Weekly Radar-?Slow panic? feared on Cyprus as central banks meet ...

US MARCH JOBS REPORT/THREE OF G4 CENTRAL BANKS THURS/NEW QUARTER BEGINS/FINAL MARCH PMIS/KENYA SUPREME COURT RULING/SPAIN-FRANCE BOND AUCTIONS

Given the sound and fury of the past fortnight, it?s hard not to conclude that the messiness of the eventual Cyprus bailout is another inflection point in the whole euro crisis. For most observers, including Mr Dijsselbloem it seems, it ups the ante again on several fronts ? 1) possible bank contagion via nervy senior creditors and depositors fearful of bail-ins at the region?s weakest institutions; 2) an unwelcome rise in the cost of borrowing for European banks who remain far more levered than US peers and are already grinding down balance sheets to the detriment of the hobbled European economy; and 3) likely heavy economic and social pressures in Cyprus going forward that, like Greece, increase euro exit risk to some degree. Add reasonable concerns about the credibility and coherence of euro policymaking during this latest episode and a side-order of German/Dutch ?orthodoxy? in sharp relief and it all looks a bit rum again.

Yet the reaction of world markets has been relatively calm so far. Wall St is still stalking record highs through it all for example as signs of the ongoing US recovery mount. So what gives? Today?s price action was interesting in that it started to show investors discriminating against European assets per se ? most visible in the inability of European stocks to follow Wall St higher and lunge lower in euro/dollar exchange rate. European bank stocks and bonds have been knocked back relatively sharply this week post-Dijsselbloem too. If this decoupling pattern were to continue, it will remain a story of the size of the economic hit and relative underperformance. But that would change if concerns morphed into euro exit and broader systemic fears and prepare for global markets at large to feel the heat again too. We?re not back there yet with the benefit of the doubt on OMTs and pressured policy reactions still largely conceded. But many of the underlying movements that might feed system-wide stresses ? what some term a ?slow panic? like deposit shifts etc ? will be impossible to monitor systematically by investors for many weeks yet and so nervy times are ahead as we enter Q2 after the Easter break.

Cyprus and European banks aside, next week will be about the US employment report and three of the Big Four central banks meeting Thurs. Will the ECB respond to the banking sector and consumer sentiment threats and ease rates or monetary conditions? It has plenty of real sector and inflation evidence already that Q1 underwhelmed in euro. The BoJ meeting will be as important with new governor Haruhiko Kuroda at the helm for the first time amid intense interest in how he will pursue the bank?s new aggressive reflation mandate.

Google adds street views inside Japan nuclear zone

(AP) ? Concrete rubble litters streets lined with shuttered shops and dark windows. A collapsed roof juts from the ground. A ship sits stranded on a stretch of dirt flattened when the tsunami roared across the coastline. There isn't a person in sight.

Google Street View is giving the world a rare glimpse into one of Japan's eerie ghost towns, created when the March 2011 earthquake and tsunami sparked a nuclear disaster that has left the area uninhabitable.

The technology pieces together digital images captured by Google's fleet of camera-equipped vehicles and allows viewers to take virtual tours of locations around the world, including faraway spots like the South Pole and fantastic landscapes like the Grand Canyon.

Now it is taking people inside Japan's nuclear no-go zone, to the city of Namie, whose 21,000 residents have been unable to return to live since they fled the radiation spewing from the Fukushima Dai-ichi nuclear power plant two years ago.

Koto Naganuma, 32, who lost her home in the tsunami, said some people find it too painful to see the places that were so familiar yet are now so out of reach.

She has only gone back once, a year ago, and for a few minutes.

"I'm looking forward to it. I'm excited I can take a look at those places that are so dear to me," said Naganuma. "It would be hard, too. No one is going to be there."

Namie Mayor Tamotsu Baba said memories came flooding back as he looked at the images shot by Google earlier this month.

He spotted an area where an autumn festival used to be held and another of an elementary school that was once packed with schoolchildren.

"Those of us in the older generation feel that we received this town from our forbearers, and we feel great pain that we cannot pass it down to our children," he said in a post on his blog.

"We want this Street View imagery to become a permanent record of what happened to Namie-machi in the earthquake, tsunami and nuclear disaster."

Street View was started in 2007, and now provides images from more than 3,000 cities across 48 countries, as well as parts of the Arctic and Antarctica.

Anti-rape video in response to Steubenville trial coverage goes viral

    ?

By Sofia Perpetua, Contributor, NBC News

A University of Oregon film student felt compelled to respond to some of the issues surrounding the Steubenville rape case -- and has 1.3 million views on YouTube.

Samantha Stendal, 19, directed ?A Needed Response? and addressed it to ?the Steubenville rapists ? or any rapists out there,? in order to show the world how real men treat women.

"It is horrifying to me that some people can say that people deserve rape when they are passed out," said Stendal to the NY Daily News.

    Samantha Stendal

Samantha Stendal is a sophomore at the University of Oregon.

In Stendal?s 26-second-long video, a woman (Kelsey Jones) pretends to be passed out, and a man (Justin Gotchall) gets her some water and places a pillow under her head. Then he faces the camera and says, ?Real men treat women with respect.?

"I was studying for my finals, and on the side I was reading about the Steubenville rape case. I grew very frustrated with the media," Stendal told NBC News on Tuesday. "That's when I came up with the idea for this video."

Gotchall, who is a philosophy major, added, "After we saw the media coverage of the Steubenville rape cases, we just had to do this."

"I think this video is powerful in its simplicity," Desertra87 posted as a comment on YouTube. After being up only four days, the video already has more than 4,000 comments and more than a million views.

Last week, Steubenville High School football players Trent Mays and Ma?lik Richmond were convicted of raping a 16-year-old girl at a raucous house party in the small Ohio town.

The story had already made headlines because of the issues surrounding the case, such as social media harassment and teenage partying gone wild. But media coverage following the convictions generated even more controversy and angered many when some reporters seemed to focus on the loss of the two football players? bright future -- and not on the victim?s trauma.

"What really upsets me is what the news is going to, what the Internet is going to ? which is asking what the victim could have done differently," Stendal told KVAL 13 News in Eugene, Ore. "I'm upset that in our culture that is one of the first questions asked."

Stendal, a sophomore, added, "The message I hope that people can get from this video is that we need to treat one another with respect.?No matter what gender, we should be listening to each other and making sure there is consent."

Stendal, now on her spring break, is applying for video internships.

Ky. lawmakers override religious freedom veto

FRANKFORT, Ky. (AP) -- Kentucky lawmakers have voted to override the governor's veto of a bill intended to better protect legal claims of religious freedom.

The law will give stronger legal standing to people in court who claim the government burdened their ability to practice their religion. The legislation protects "sincerely held religious beliefs" from infringement unless there is "a compelling governmental interest." The courts will still consider and rule on each matter.

Democratic Gov. Steve Beshear vetoed the bill Friday over concerns that someone's claim of religious freedom could undermine civil rights protections for gays and lesbians and lead to costly lawsuits for taxpayers.

But bill sponsors said it would only provide a higher level of legal protection that already exists on the federal level and in at least 16 states. The debate pitted civil liberties groups like the ACLU against religious organizations such as the Catholic Conference of Kentucky. Lawmakers voted Tuesday to override.

Swiss Re cites US weather for big insurance losses

GENEVA (AP) ? Insurance claims paid out because of natural catastrophes and man-made disasters in 2012 totaled $77 billion globally, making it the third costliest year on record, a leading Swiss firm said Wednesday.

The tab covered by insurance companies represents only about two-fifths of the $186 billion in economic losses, not to mention the 14,000 lives lost, from the more than 300 catastrophes and disasters around the globe last year, according to Zurich-based Swiss Reinsurance Company Ltd., known as Swiss Re.

But the vast majority of that damage, it said, was because of "large-scale weather events" in the U.S. such as Hurricane Sandy that alone accounted for $70 billion in economic losses, of which $35 billion were insured losses ? nearly half the total in last year's paid claims worldwide.

The insured payouts of $77 billion represent a big drop from 2011, which Swiss Re called the costliest year on record because of earthquakes and flooding in Asia Pacific ? and might have been far higher had more people been able to afford insurance.

"However, large parts of the globe that are prone to weather extremes were not able to rely on financial relief due to low insurance penetration," Swiss Re chief economist Kurt Karl said.

By contrast, due to high amount of coverage in North America, about $65 billion of the region's $119 billion in economic losses were covered by insurance.

Nintendo video shows off Wii U speed improvement coming in April update

Nintendo's Wii U has faced complains over slow loading and switching between menus since launch, but the company has promised a pair of updates will help the situation. Tonight it posted a video on YouTube (embedded after the break) that shows off the difference before and after the April update side by side. Showing off how quickly it can return to the home menu from a game of New Super Mario Bros. U, the updated console is ready to go in eight seconds, compared to the current software's 20 second delay. There's no mention of the other update to improve the speed of launching software, but hopefully that will be shown off soon as well. More than halving the main menu's load time is nothing to sneeze at, although it's still not exactly a snappy experience. We'll see if these tweaks -- once they arrive -- do anything to improve the console's position while it waits for the improved software lineup President Satoru Iwata is expecting.

Obesity on the menu' for kids, group says | WTKR.com

(CNN) ? Fried chicken fingers, hamburgers, French fries and sugary sodas dominate children?s menus in most chain restaurants, and most kids? meals fall short of meeting basic nutritional standards, a nonprofit health advocacy group said Thursday.

Some 97% of nearly 3,500 kids? meals analyzed don?t meet basic nutritional standards, the Center for Science in the Public Interest said in its report ?Kids? Meals: Obesity on the Menu.?

What?s more, 91% don?t meet the National Restaurant Association?s own nutritional guidelines for its Kids LiveWell program, a voluntary program for restaurant owners, according to the report.

?Given that 1 out of 3 American children are overweight or obese, it?s pretty stunning that the top chain restaurants are still serving up the same old fried chicken nuggets, burgers, macaroni and cheese, fries and soda,? said Margo Wootan, director of nutrition policy at the CSPI and lead author of the report.

The worst offender: Applebee?s grilled cheese sandwich on sourdough bread with fries and 2% chocolate milk. The meal came in at a whopping 1,200 calories and 21 grams of saturated fat.

That?s followed by Chili?s pepperoni pizza meal with homestyle fries and a soda, which packs 1,120 calories, and Dairy Queen?s fried chicken strip meal with fries, a slushy drink and an ice cream bar, with 1,030 calories.

The CSPI nutritional standard was no more than 430 calories per meal, while the Kids LiveWell standard is 600 calories. Standards for both groups included no more than 770 milligrams of sodium per meal.

Nineteen restaurant chains offering kids meals, or 56%, fail to offer any meals meeting CSPI?s standards, the report says, and nine do not have one meal meeting the Kids LiveWell standards.

?It?s as if the restaurant industry hasn?t heard there is an obesity epidemic,? Wootan said.

In response to the report, Applebee?s and Chili?s pointed out that while one meal may have been singled out, they do offer healthy options for children.

?Although this report focuses on one sandwich from our children?s menu, the full Applebee?s children?s menu provides many options that are significantly lower in calories, fat and sodium? and meet the Kids LiveWell standards, said spokesman Kevin Mortesen. The chain?s grilled chicken sandwich meal for kids, with steamed broccoli and apple or grape juice, totals only 355 calories, he said.

?We know Applebee?s best serves our guests by providing a wide selection of dishes, and we?ll continue to do so by expanding the number of options for kids by the end of this year.?

Chili?s says it offers a number of lower-calorie, lower-sodium and low-fat options on both its adult and Pepper Pals child menus, and that guests may customize and modify their orders ? substituting side items, for instance.

?We do our part on our Pepper Pals menu to meet these requirements (for a well-balanced meal) by offering choices, including grilled chicken, salad with low-fat ranch dressing, fresh pineapples, steamed broccoli and celery sticks,? the company said in a statement.

Chili?s was an ?inaugural partner? of the National Restaurant Association?s Kids LiveWell program, according to the statement, and ?continues to support this organization which empowers parents to make informed decisions about their children?s meals as part of maintaining a healthy lifestyle.?

The National Restaurant Association, meanwhile, touted the program. Joy Dubost, the association?s director of nutrition and healthy living, called Kids LiveWell ?a first-of-its-kind, voluntary initiative that helps parents and children select healthful menu options when dining out at nearly 40,000 locations nationwide.

?The program, now with more than 120 restaurant brands, has achieved significant momentum in just 18 short months ? participating restaurants offer and promote healthful meals for children,? Dubost said.

Dairy Queen did not immediately respond to a CNN request for comment on the report.

The CSPI describes itself as a Washington-based nonprofit health advocacy group focusing on nutrition and food safety. Of the kids? meals it analyzed, 86% contained more than 430 calories, and 50% have more than 600 calories, the report says. About two-thirds ? 66% ? exceeded the sodium standard.

The federal government?s Dietary Guidelines for Americans states that children ages 4 to 10 consume between 400 and 670 calories at each meal, depending on their age, gender and physical activity levels.

While some chains offer non-soda and fruit options, ?soft drinks and fried potatoes are still more common options on children?s menus,?? according to the report. The CSPI recommendations include offering more fruit and vegetable options and making those the default side dishes with every children?s meal.

However, the news isn?t all bad, according to the report. All eight of Subway?s Fresh Fit for Kids meal combinations met CSPI?s nutrition criteria.

The chain also was lauded for not offering sugary drinks as an option with kids? meals, instead including low-fat milk or bottled water and apple slices with its child-sized subs. However the group recommended that Subway increase the whole-grain content of its breads and continue to lower sodium.

The best Subway option: a kids? roast beef sub, apple slices and 1% milk, which comes in at 395 calories.

Other healthy choices: Burger King?s oatmeal, IHOP?s whole wheat blueberry pancakes, Outback Steakhouse?s kids sirloin with apples and grapes, and Olive Garden?s cheese ravioli with broccoli and orange juice.

?Four years ago we found that only 1% of kids? meals at the top chain restaurants were healthy, and now 3% are healthy,? Wootan said. ?So there is a tiny bit of improvement, but it?s very, very small.?

Sodium rates also have shown improvement, she said. In 2008, only 15% of restaurant meals met the sodium standard; now 35% do.

The bottom line, she said: There?s a lot of work to do.

?In order for parents to feed their children healthfully, restaurants need to help,? Wootan said. The group encourages participation in the Kids LiveWell program, and says restaurants should offer more whole grains and get rid of soda and other sugary drinks.

?We know they can do it, because some are already doing it,? she said.

Pak military demands foolproof security for Musharraf

Islamabad, Mar 25, 2013: ?Pakistan?s security establishment has demanded foolproof security for ex-military ruler Pervez Musharraf, who is facing a Taliban death threat following his return to the country from self-exile, a media report said.

The General Headquarters wrote a letter to the Defence Ministry seeking security for Musharraf, who flew into Karachi from Dubai yesterday, The Express Tribune reported on Monday. The Defence Ministry forwarded the request to the Interior Ministry, which will ensure proper security for the former President, the paper quoted a defence source as saying.

69-year-old Musharraf, who ended his nearly four-year-long self-exile, has been threatened by the banned Tehrik-e-Taliban Pakistan. In a video issued days before Musharraf?s return, the Taliban said they had formed special squad of suicide bombers and snipers to target the former President.
